A bit of googling seems to confirm Bruce’ guess, Australia as the most likely country.
Yep, you and Bruce are both correct, it was an accessory originally available in Australia. There were several different versions made and are now being reproduced.
I was loaned one of these for a while do design a replica. I was told by the owner (Uncle Jerry Jess) that it was made in New Zealand. I made 28 replicas in 1998 which went all over the world. See pics in both Hot VW’s and VW Trends…
